Transneft Urals Conducts Integrated Drill at Nizhnevartovsk – Kurgan – Kuybyshev Oil Trunk Pipeline

Transneft Urals has conducted an integrated drill to contain and eliminate a simulated oil spill from the Nizhnevartovsk – Kurgan – Kuybyshev (NKK) oil trunk pipeline (OTP) underwater crossing via the Ay River in Zlatoust Urban District of Chelyabinsk Region.

According to the drill scenario, an emergency pressure drop was recorded at the underwater crossing. In the remote-control mode, oil pumping was “stopped”, and a patrol crew was sent to the underwater crossing and later confirmed the “oil release” onto the water surface. The teams of the Central Maintenance Division of the Chelyabinsk OPD, emergency line maintenance divisions of the Chelyabinsk, Leninsk and Berdyaush line operation dispatcher stations, as well as the personnel of a non-regular emergency rescue team, who arrived to contain and eliminate the consequences of the simulated incident, deployed three boundaries: installed booms, completely blocking the riverbed, deployed oil skimmers, tanks for temporary storage of oil and fire posts. The communication was provided, a guarded perimeter for safe works was organised by the Security Division at the drill site. Environmental analysis laboratory specialists took samples of water, soil and air the whole time of the drill. In addition to the main task, supplementary conditions were added: a valve lost airtightness, electrical equipment got damaged, a stop valve unit’s automation failed, a fuel dispenser at the fueling station broke down, a fire broke out in a temporary oil storage tank, and a person had to be saved from drowning. 143 people and 21 pieces of equipment were involved in the integrated drill.

As part of the integrated drill, interaction with the Crisis Management Centre of the Main Office of the EMERCOM of Russia of Chelyabinsk Region, as well as the Unified Duty Dispatch Division of Zlatoust Urban District, was organised. The drill was observed by Yelena Shalnova, a representative of the Civil Defense and Population Protection Directorate of the Main Office of the EMERCOM of Russia of Chelyabinsk Region, and employees of the Zlatoust Urban District Administration headed by the town's mayor Maxim Pekarsky. The observers highly appreciated the actions of the participants in the drill.

The employees of the Chelyabinsk OPD of Transneft Urals showed their readiness to contain and eliminate the consequences of a simulated oil release within the specified timeframe, while observing occupational health, industrial, fire and environmental safety requirements.
